Pre-development: phase of a capital project between the concept and the design initiation. It is the period of gathering information, exploring options, and making decisions about the direction of a project. It includes anything that must be done to define the project before the start of construction.Real Estate Development: construction project for a new location or update to an existing location for a business currently located in the City of Dallas.Community Development: provision of basic services to communities to make them more livable and sustainable and activities to build assets that increase the capacity of residents to improve their lives. These type projects include public facilities installation, community centers, social services, child and elderly care facilities and health care and social service facilities.
